Practice

Tolowa Pacific is the consulting arm for tribal broadband and sovereign markets. We help tribal nations win federal funding, plan the internet service provider those funds create, and run the technology strategy underneath it — led by a former tribal enterprise CIO who has held the seat, owned the budget, and answered to the council. Principal-led since 2010.

Open funding window · NTIA Round 3

$790 million for tribal broadband.
Applications close September 17, 2026.

NTIA opened Round 3 of the Tribal Broadband Connectivity Program ($540M) and the Native Entities Grant Program ($250M) on June 17, 2026. Round 1 drew more than $5 billion in requests — readiness decides outcomes. If your tribe is going after this window, the strategy work starts now.

Grant awards end.
Networks have to last.

For tribal nations pursuing broadband: NTIA grant strategy — TBCP Round 3, the Native Entities Grant Program, E-Rate — plus ISP formation, network feasibility, and the operations planning that keeps a tribally-owned network healthy long after the award. From funding to fiber to operator.

Technology strategy for tribal governments and enterprises from a former tribal enterprise CIO — fractional CIO support, vendor strategy across gaming, government, health, and education, and honest translation between what vendors sell and what sovereign organizations actually need.

The channel practice that built our credibility: Azure Marketplace and AppSource readiness for ISVs, CSP economics and licensing posture, and Microsoft programs adapted for sovereign environments. Knowing how the vendor side works makes us sharper on the buyer side.

Principal-led delivery: the person you meet is the person who drafts the grant narrative, builds the financial model, and sits in the council briefing. Where carrier procurement is needed, our sister brokerage Konative sources suppliers at no cost to the tribe — we stay on the owner’s side of the table.
